City Council Approves Amended Contract to Identify Developer for Transit-Oriented Housing Project
September 9, 2022 — At the September 8, 2022, meeting of the Wilsonville City Council, the Council approved an amendment to the City’s contract with Leland Consulting Group. The amendment funds additional due diligence in the ongoing process to solicit developers for the proposed Transit-Oriented Development (TOD) project at the Wilsonville Transit Center.
On first reading, the Council adopted two ordinances that annex and rezone 11.2 acres in the Frog Pond West neighborhood. These actions accommodate the development of the 19-lot Frog Pond Terrace residential sub-division, consistent with the Frog Pond West Master Plan.
During Communications, the City received recognition from Employer Support of the Guard and Reserve (ESGR), a division of the U. S. Department of Defense, for the City of Wilsonville’s support of employees who serve in the National Guard or Military Reserves. Four City employees currently serve in these programs.
The Oregon Department of Transportation (ODOT) shared details of the Regional Mobility Pricing Project and the I-205 Toll Project, two initiatives that would introduce tolls along I-5 and I-205 to help alleviate traffic congestion and to raise revenue for state transportation infrastructure.
Wilsonville Police Chief Rob Wurpes introduced the School Resource Officer (SRO), Deputy Zach Keirsey, who shared details of his work with Wilsonville High School students. Keirsey displayed photos of a student-designed wrap that makes the SRO vehicle more identifiable to the student community and demonstrates school pride.
During Mayor’s Business, the Council directed the City Manager to include language requesting clear standards for public engagement in a comment letter to Oregon Transportation Commission on the proposed Oregon Highway Plan Toll Amendment.
At the work session held prior to the meeting, Planning staff sought the Council’s direction on elements of the Frog Pond East & South Master Plan. Specifically, staff sought further direction on housing variety policy and input on the design of the public realm, which includes parks, open spaces, and pedestrian/bicycle facilities.
SMART Transit staff and consultants shared findings from the Existing Conditions Report that is to inform the Transit Master Plan Update. The Council reviewed the key questions for public outreach and provided feedback on the outreach strategies developed to further inform the plan. SMART users can provide feedback now to a master plan survey posted at “Let’s Talk, Wilsonville!”
Legal staff shared the framework of a draft flag policy that would delineate when and how commemorative flags may be displayed on City flag poles and in City facilities.
The next regular meeting of the City Council is to be held on Monday, Sept. 19, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
