City Council Approves Budget Adjustment, Overnight Loan to Fund Ongoing Projects
October 19, 2022 — At the October 17, 2022, meeting of the Wilsonville City Council, the Council and the Urban Renewal Agency (URA) Board each approved supplemental budget adjustments. With these actions, the City is able to re-appropriate $6 million from the prior fiscal year to provide funding for ongoing capital projects and make and additional $1.5 million available for previously unanticipated appropriations.
Additionally, the Council approved an intergovernmental agreement (IGA) for an overnight loan between the City of Wilsonville and the URA. This strategic financing arrangement allows the City to save on the expenses associated with outside bonding while making $4 million available to pay for costs associated with the 5th St./Kinsman Rd. Extension and Boeckman Rd. Corridor Improvement Program.
The City Council authorized the City Manager to amend a ground lease with Clackamas 800 Radio Group for the use of the Level C Reservoir property as a wireless communication facility tower site. The project provides enhanced communications for public safety agencies as part of a larger communications network project.
The City Council approved a $915,000 contract with Consor North America, Inc. to provide engineering consulting services for the Boeckman Creek Sanitary Sewer Interceptor and Trail Project, a component of the Boeckman Road Corridor Improvement Program. These projects support Frog Pond development with new sewer infrastructure and a regional trail segment.
In support of the ongoing project to extend 5th St. and Kinsman Rd., the Council approved a $1.57 million funding agreement with Portland & Western Railroad, Inc. for re-construction of a grade crossing at the 5th St. railroad crossing.
At the work session held prior to the meeting, Economic Development staff sought the Council’s input on a draft Urban Renewal Strategic Plan. The Plan, which replaces a 2014 plan, examines challenges, opportunities and strategic next steps to guide the city’s use of tax increment finance to support new development in targeted areas of the city, today and into the future. The final plan is scheduled to be considered for adoption on Nov. 21.
Planning staff introduced the draft Town Center Infrastructure Funding Plan, an assessment of tools to be considered as funding mechanisms to support the development of future Town Center infrastructure. Staff sought direction on which mechanisms to pursue as recommendations within the final plan, to be considered for adoption in the coming months.
Additionally, Planning staff sought feedback on Frog Pond East and South Master Plan policies that pertain to the variety of housing types and the commercial district. At the next meeting, Planners are scheduled to present the Draft Master Plan at a work session.
The next regular meeting of the City Council is to be held on Monday, Nov. 7, at 7 pm; a pre-meeting work session is scheduled at 5 pm.
