Council Acknowledges Retiring Police Chief Rob Wurpes, Welcomes Incoming Chief Jed Wilson to Wilsonville
December 2, 2025 — At the December 1, 2025, meeting of the Wilsonville City Council, those assembled gave a rousing standing ovation to Police Chief Rob Wurpes, who is retiring at the end of the year. Wurpes reflected on eight years in Wilsonville and introduced his successor, Chief Jed Wilson, who assumes the duties of Wilsonville Police Chief in January. Clackamas County Sheriff Angela Brandenburg and members of the Council thanked Wurpes for his many contributions over a 26-year tenure with Clackamas County Sheriff’s Office.
On second reading, the Council adopted an ordinance that establishes a new process for City staff to seek administrative warrants from the City’s Municipal Court Judge that allows them to enter private property when there is probable cause to investigate possible violations of provision(s) of the Wilsonville Code.
The Council adopted a resolution to acquire wetland property from the Brenchley Estates Owners Association, in lieu of a stormwater easement, to advance the Boeckman Creek Flow Mitigation Project. The Project will contribute to restoring natural drainage patterns in the Coffee Lake and Boeckman Creek drainage basins in Wilsonville.
To comply with Federal Transit Administration requirements, the Council adopted South Metro Area Regional Transit’s (SMART) Public Transportation Agency Safety Plan (PTASP). The plan must be updated and re-certified by the Oregon Department of Transportation (ODOT) annually in order for SMART to receive federal funding
The Council approved a $617,888 contract with R.A. Gray Construction to complete safety improvements – including perimeter fencing, audible access controls, and video surveillance – at the City’s Elligsen (B Level) and C Level reservoir sites. These improvements protect the City’s water system in compliance with the 2018 American Water Infrastructure Act (AWIA).
During Communications, consultants broadly summarized the sentiment of community stakeholders who participated in recent focus groups and other outreach to gather public feedback on the 2019 Wilsonville Town Center Plan and the potential use of Urban Renewal to fund new infrastructure. More than 550 respondents answered questions posed on “Let’s Talk, Wilsonville!” providing qualitative research that – with the focus groups – will help inform the Council’s next steps.
At the work session held prior to the meeting, Community Development staff continued its dialog with the City Council to inform the Wilsonville Industrial Land Readiness (WILR) project, which aims to attract high-quality industry to Wilsonville and expand economic opportunity. Staff sought the Council’s input on a draft Economic Opportunities Analysis and an Economic Development Strategy that seek to eliminate key barriers to business growth to generate family-wage jobs and expand the tax base to enhance the City’s livability.
To establish waste and recycling rates for 2026, the City Attorney presented the Council with two rate schedules that aim to achieve the 10% operating margin sought by the City and Republic Services. The Council supported a recommendation from staff that would apply additional costs equitably for all residential cart users. A resolution establishing a 3.3% increase rates is scheduled to be considered at the Dec. 15 meeting.
Legal staff sought the Council’s guidance on the next phase of a public safety project to review and adjust City code. Revisions are under consideration that put consistent, efficient, and clear enforcement procedures in place to guide administrative staff in addressing and resolving code violations with fair application of penalties to violators.
The next regular meeting of the Wilsonville City Council is scheduled to take place on Monday, Dec. 15, at 7:30 pm. A work session is scheduled to take place at 5 pm. Both the meeting and the work session are open to the public.
