Council Enables City’s Request for Land Use Grant

September 5, 2025 — At the September 4, 2025, meeting of the Wilsonville City Council, the Council adopted a resolution that enables the City to request a Housing Planning Assistance Grant allocation by the Oregon Legislature to recoup expenses incurred by the City in modifying land use regulations to comply with new State requirements.

During Communications, Natural Resources staff shared details of Watching Wilsonville Wildlife, a project funded by the Wilsonville-Metro Community Enhancement Program. The project allows staff to observe and better protect beavers, foxes, otters, weasels, coyotes, bobcats, and countless other critters who make their homes in Wilsonville.

During City Manager’s Business, City Manager Bryan Cosgrove alerted the Council to anticipate soon evaluating proposals to select a preferred executive search firm to lead the recruitment for the next City Manager. Cosgrove is retiring at the end of the year.

During Legal Business, City Attorney Amanda Guile-Hinman updated the Council on a process underway to consider changes to policies in City code pertaining to the parking of recreational vehicles (RVs) and abandoned vehicles. The City is now soliciting public feedback to inform this project; a survey is available to registered subscribers at “Let’s Talk, Wilsonville!” until Oct. 10.

Additionally, Guile-Hinman acknowledged the City’s recent participation in two legal settlements with opioid manufacturers that will allocate additional funds to Wilsonville to aid residents in recovery, raise public awareness, and deter opioid use.

At the work session held prior to the meeting, the Council was provided with a summary of the 2025 legislative session by lobbyist Greg Leo and City staff. The report detailed the outcome of several bills pertinent to the City’s legislative priorities. A comprehensive report appears in the meeting packet linked below.

Engineering and Finance staff sought the Council’s feedback on proposed new System Development Charges (SDCs), the one-time charges assessed on development at the time of building permit issuance.  An increase in SDCs is necessary to support the expansion and extension of sewer and stormwater infrastructure to accommodate the City’s future growth.

Natural Resources staff provided an overview and sought the Council’s feedback and guidance on two draft plans that are to be considered for adoption this fall:

  • The City’s Natural Area Management Plan (NAMP) is a plan to help the City improve the health and resilience of ecosystems in its natural areas. The NAMP provides a framework for natural area management, which promotes long-term maintenance, enhancement, and community appreciation of City-owned natural areas.
  • The Climate Action Plan (CAP) supports the State of Oregon’s greenhouse gas (GHG) reduction goals by outlining a framework from which the City can monitor and track reductions in the community’s GHG emissions. The plan includes initial implementation measures and recommends future measures to consider as Wilsonville’s GHG emissions change over time.

The next meeting of the Wilsonville City Council is scheduled to take place on Monday, Sept. 15, at 7 pm. A work session is scheduled to precede the meeting. Both the meeting and the work session are open to the public.
