The 2018 Parks and Recreation Comprehensive Master Plan was adopted by the Planning Commission (Resolution LP18-0003) in August 2018 and by City Council (Ordinance No. 826) in October 2018.

Project History
In April 2017, the City of Wilsonville entered into an agreement with GreenPlay, LLC, to complete a city-wide Parks and Recreation Comprehensive Master Plan. The last comprehensive master plan for the Parks and Recreation Department was completed in 2007.
In May 2017, the department mailed a statistically valid questionnaire to a random sample of 3,500 households, and launched an online survey in June 2017. The surveys asked a variety of questions to assess local preferences for the types of parks, facilities, recreation programs and services desired by local residents.
In August 2017, the results of the survey were shared in a presentation to the public at Wilsonville City Hall. The results will be used to provide critical information in determining community values, satisfaction levels, needs and priorities for the City’s long-term planning efforts to be included in the Parks and Recreation Master Plan. Also in August 2017, the City Council approved an amendment of the contract for the Parks and Recreation Master Plan with GreenPlay, LLC. Parks and Recreation staff recommended expanding the scope of the contract to include developing a master plan for Boones Ferry Park that incorporates the adjacent 5-acre, Willamette River frontage property formerly owned by the Duckworth family and acquired by the City in 2015 (see map). A draft plan was presented to the Planning Commission, Parks & Recreation Advisory Board, and City Council in April and May 2018. A Planning Commission public hearing, scheduled for May 2018, was continued to August 2018 to allow staff and project consultants time to further refine the plan. Resolution LP18-0003 was adopted by the Planning Commission in August 2018 and Ordinance No. 826 was adopted by City Council in October 2018.
